A. UNDERSTANDING COMPETENCE
Competence is a set of attitudes, skills and knowledge to be certain that the main requirements and key elements for the advent of effective leadership and efficient (Siagian, 1997).In general competence understood as a combination of skills (skills), personal attributes and knowledge (knowledge) as reflected by behavioral performance (job behavior) that can be observed, measured and evaluated.Competence is the ability and characteristics possessed by a person of knowledge, skills, behaviors and attitudes required in the performance of duties of office, so that they can perform their duties in a professional, effective and efficient manner and in accordance with the required performance standards. C. TYPES OF COMPETENCEThere are two types of competencies, namely:1. Example: leadership, communication, interpersonal relations, etc.2. Hard CompetencyThat kind of competencies relating to technical skills or a job fungsioanal. D. FUNCTIONS AND BENEFITS OF COMPETENCEIn general competence to function as a parameter the rate of progress of a field of work that is used to test the quality of a person who has been steeped in a certain field of work. Competencies useful to developing the quality of members, the quality and competence of human resources within an organization can be measured.
